Unlikely since planting season is slightly ahead of corn. The planting season varies by region (of Colorado) and other states - Oregon being 2nd behind Colorado. While it's true that better than 50% of U.S. Hemp was grown there in 2018 the distribution of licensed farmers throughout the country has changed significantly in 2019, not to mention volume.
Early March would have been too soon for planting, but then I'm not a farmer ;)
