It was obvious from the very beginning that "active petroleum system" was a ruse to keep investor money flowing into the company.

So was the repetitive testing of a dry hole for a year, followed by the now 2 year planned 3D seismic test of the very area that had the dry hole. Just a ruse to keep investor money coming. But it's a little harder to pull off now with the SEC investigating, thus, you have the delay.
