Has nothing to do with Spain's regulatory body and everything to do with FRLF planting 100,000 seedlings with no permit to do so. The PRing revenue projections on an illegal planting and that's if they planted at all. Trust me. We'll find out if FRLF ever planted an illegal harvest.
