That is the point. Work it out! These issues could be resolved with comprehensive reform including E-Verify.

"Barred from working through no fault of their own, they are unable to earn a living or support their families, at least until they can clear up these errors."

Give a leniency period for new hires to "clear up these issues".

Being here illegally would be harder to clear up, therefore disincentivising people coming here illegally if they are not able to work.
