well, because from the government's perspective:

the longer the sweep steals money, the higher the government's eventual ROI.

the time when they stop the sweep, exercise and sell the warrants is just a lump sum at the end basically.. the real theft has been 2012-present.

but so... they've been toeing the line, stealing as much as they can get away with, for years... if they keep stealing money, it makes their ROI higher.. might as well get this done later in the president's term to maximize their theft.

and.. that's what they're doing

so, don't forget, they don't care about you or me...
