I cannot answer that. You would think they would have known definitively that they were going to do a R/S.
But to give a stab at answering what was going on in their heads, in my opinion, they drafted this document a long time ago knowing full well they would probably need to do a reverse split, but under various circumstances (getting more investors, or what have you), didn't know exactly the date. This could have been months ago. Now, that it is filed, months later they probably know or knew the dates but forgot to change the documentation.
The only way to find out is to ask Dr. Korenko.
