Not to be picky, but you mean 2019 - 2020. But I also do not know the real reason behind it. Could be that maybe at the time they weren't really sure when the RS would occur, but closer to filing it, they may have known but didn't want to go through paper work again to change it.

The above is only a guess. I really do not know. Good question.

I read a lot of "if implemented" in that document. To me, that requires intentional effort to include in the reported filing.
