DOC: That is not correct.

MMs can easily short OTC stocks. And, individuals need a margin account to short OTC stocks. Thus, if you wanted to short 25,000 OTC shares, your margin account would have to be worth $62,500. No big deal. People do it all of the time. I have done it.
