I think the 1 billion on the ask are the market makers because they have to keep a market and probably some of the traders who loaded up at .0001. I don't think Ballas and his cronies had to buy any of theirs because they acquired probably thru stock options and other awards. When news hits, the ask will get gobbled up or they will take away their sell orders at .0002. The market will naturally move the stock up with new buyers coming in from the news itself and from the momentum players seeing an opportunity with the increased volume and stock price. New buyers won't care about the history, they'll just see opportunity and be falling all over themselves until the big price swings slow down.
