Oil certainly doesn't seem to be the worst bet at the moment, at least if you don't think that Musk will save the world (I don't).

AMD's PE is meaningless, since the company operates at the border of profitability. There is a lot of headwind they are facing currently from crypto and end of the console cycle.
The console cycle will restart by end of next year (Sony already announced PS5), where sales will improve significantly. The crypto issue is tougher. I don't believe in that hype, but the stuffed channels should soon be depleted and the GPU business at least be back to normal. The icing is market share gains from Intel, where AMD is doing very well (and the reason why the didn't fall back into losses like they did in the past). Economic cycles don't matter much to AMD. It is much more about market share for them.
Ah, and the trade war: AMD has this joint venture with China in place, where they are paid license fees for their processor IP. That's big business for AMD when servers in China will replace Intel cores with those homemade ones based on AMD's IP.
