The only thing I can figure from this collection of D.C.dingbats is that Fannie was once a publically traded corporation. Since the 2008 nationalization, hostage taking, kidnapping, however you want to reference it, Fannie's only contact with the public has been trading on the OTC with the purchasers of the stocks having complete ownership rights usurped.
Maybe code for ending the conservatorship (which is what has us fully nationalized) is the "going public" statements being tossed about.
