Who dumped total 123M+ shares at 0.0001 (since May of 2019 alone) after ACTL just hit the New 52-week-high 0.0003 a few months ago? Why?

Today alone 2M shares dumped at 0.0001 so far...

Perhaps ACTL will soon crash back to 0.0 (i.e. "No Bid At All") x 0.0001 again since no more real buys at current 0.0002 ask except occasional someone's painting job!

Where are those most recent 0.0002 buyers now? They slapped Hundreds Of Millions shares at 0.0002 ~ 0.0003! Why they let ACTL decline to 0.0001 for so long? They should slapped out all current asking shares at 0.0002 in order to see 52-week-high 0.0003 again!
