15B increase in AS from 10B was relaeased on 02/25/2019 via PRE 14C and on 04/16/2019 confirmed via DEF 14C.

So old stuff !!!!

They increased OS from 348M to 562M ( only 214M ) in last month

So logicaly 10B AS was much more than enough for dilution
Huge room from 348M OS to 10B AS so 15B AS increase was not increased because of dilution but only to avoid takeover !!!
