Jettasback- my guess is it has to do with the trading permissions set up by TD Ameritrade, for some brokers when buying penny stocks you need to do it through a broker (im assuming they use the cover of explaining to you that buying pennystocks is risky and so figure by having a person speak with you they may be able to provide you with the necessary caution). Long story short, I have interactive brokers and have no issues with purchasing CCTC.

You probably know this already that buying stock via phone the commission is going to be larger so you need to factor that cost into your investment i.e if your going to buy $100 worth of stock and their commission is 15-20$$ that means the stock has to increase 15-20% just to cover your costs of investing. Obviously the larger sum of $$$ you invest in a single block the percentage is going to reduce.
DISCLAIMER: I AM NOT A BROKER NOR A FINANCIAL ADVISER SO I WOULD CHECK WITH SOMEBODY LICENSED TO VERIFY WHAT I AM SAYING

The same thing happened to me with Merrill Lynch!

About 6 months ago I spoke to a broker who told me about new restrictions on ALL low-priced securities due to increased scrutiny from the SEC. It is not specific to any one broker or stock. He said penny stocks can no longer be traded online with ML. However, they can be traded over the phone, but there would be a delay in execution while a review is conducted; large blocks may take a couple of days. IMPORTANT: He said when I call to ask for the ONLINE RATE and I would not be charged extra. I assume the same would apply with TD.

I was not content with the hassle of phoning in every trade and waiting up to two days for execution, so I did some research to find the best online broker for penny stocks. I ended up switching to Schwab for their flat $4.95 trades with no restrictions on online OTC trades and no delayed execution.
Very happy with them so far, but it may only be a matter of time before they restrict them as well.

For me, the first point of contact had to be with the broker as this is an OTC stock. However, once the trade is inputted in the system, the system should recognize it and allow you to trade it yourself online or the mobile app in the future.
