Individuals cannot short a penny stock. That is true even if they wanted to. Only MMs can short a penny stock and, in those instances, it is only "supposed" to be for a short period in order to facilitate a liquid market, not to profit. Anyone that says they can "short" a penny stock is being disingenuous.
