What is an appeal if not an attempt to reverse a previously made decision?

Just because it isn't the last available option, doesn't mean it goes in to a limbo status.

It is final until a successful appeal proves otherwise.

CVSI must provide evidence to reverse a previously made decision, because until then the a decision has been made.
