That might be because a ticker requires four digits and they wanted to match with the company name..

I dont see how you can say this is not the same company with such certainty. That would be a massive coincidence

... and remember they cant take cryptos public in china... the USA penny market is the smartest way to access the markets for a crypto. They would be savvy enough to know this.
