Announcing personnel is fluff and "Trucept Inc. will assist" always the will instead of has. Boring and fluff

Technically you are right on the "will assist" part but if you checked out TREP history of PR's they are not known to pump anything.

They do it first then say later.

I have personally talked to the CEO and he is against that kind of forward looking statements.
