Why scary, its just business and competition. The U.S. and CA has great ingenuity to do things properly and efficiently with quality. China while thye "get things done" they also have little regard for the people, and environment which will later bring more problems.
I doubt we will be left behind for long in securing resources. Many resources were also left alone within US and CA borders for decades which if tapped has huge potential, but the regulatory environment needs to change. Which it is:
