I don't think so much as a pump. I think people just started getting bored of waiting. If you do the DD on this you will find that the reverse merger is a very positive thing. Normally a reverse merger as most on here would probably know is not a good thing. Doing the DD on this shows what they are trying to do. By doing this reverse merger it will allow some of the big boys to actually come in and start investing in this as well. The big boys currently can't because of the restrictions they are under. Under the current trading structure PACV knows they cannot make it to the major stock exchange without doing this. This reverse merger will allow this stock to breath new investors allowing it to take off like a rocket easing its way right into the big boards were it belongs.
