I believe it means the FDA is asking ARYC for specific details on a product they wish to purchase from them on a regular basis, such as when can it be available, does it meet our requirements, what is the cost, how quickly can you supply it, etc.

I'm not a government contracting officer, if someone has experience in this area, chime in re. what contractor sourcing request may be. It could refer to justification Arrayit needs to submit to FDA to be considered for a "sole source" award of a contract. Since there are unique and distinct technologies at work, FDA may need this to justify awarding a contract without competition. That's my guess FWIW.
I see Alyssa answered also, and could be on the right track, not sure.
