I still don't understand how the numbers can be accurate.

Outstanding Shares 393,694,820
Restricted 80,461,475
Unrestricted 313,233,345

Public Float 87,224,326

(“Public Float” shall mean the total number of unrestricted shares not held directly or indirectly by an officer,
director, any person who is the beneficial owner of more than 10 percent of the total shares outstanding, or
any Affiliates thereof, or any Immediate Family Members of officers, directors and control persons.)


WHO OWNS THE 226,009,019 SHARES OF STOCK THAT ARE UNRESTRICTED BUT ARE NOT PART OF THE PUBLIC FLOAT.

THERE ARE ONLY 6 INDIVIDUALS LISTED IN PARAGRAPH H., AND WHO COLLECTIVELY HOLD 52,395,042 SHARES.
It just seems logical that the total number of outstanding shares would be detailed in the disclosure as being in some category (i.e. Public Float, Restricted, Officers, Directors and Control Persons, Affiliates thereof, or any Immediate Family Members of officers, directors and control persons. (control persons are beneficial owners of more than five percent (5%) of any class of the issuer’s equity securities)

Can someone help me understand how to account for the unrestricted shares that are not part of the public float?
