The Float is the share of Outstanding Shares that are actually traded actively. A portion of the Outstanding Shares are held by insiders, institutions, etc. and are not counted in the float because they are held for long-term pretty much. This pic from TD shows the Short Interest. Brokerage firms keep track of shares sold short.
