They’re in the final stages of completing the ind submission material for a technology that will offer an unprecedented surgical precision to chemotherapy on cancerous tumors, without side effects, to make inoperable tumors operable.
If they’re making the process of manufacturing the cells better that’s a good thing.
They are closer than they’ve ever been before.
The manufacturing system is being optimised to be better than ever before.
That does not equate to them encountering a problem or a delay.
It just means they’re getting closer to making this a success with the actual cells they’ll be using in the trial which are slightly different from previous cells they’ve worked with . And it sounds like they’re making the technology and processing even better.
That’s the process of creative innovation.

That's quite a bit different from saying they are testing (again) cell growth in the capsules as the first step. With other steps to be tested in the future. With no implication a production run is even close to being made.
