I think you'd be wise to do that. They don't grow all that fast. In North Carolina, you can get a nice plant, and it'll grow into a bush. You shouldn't have any real problems over-wintering it. If it gets really cold, you can wrap it in plastic.

To my surprise, I found rosemary, like basil and some kinds of tomatoes, is susceptible to fusarium wilt. I had a really nice one one year, and from one day to the next, it was dead.
