That isn't close to being accurate - shell companies can trade just a Q stocks can trade.

"Shell firms are traded either on the OTC Bulletin Board (OTCBB) or through Pink Sheets."

BioAmber is in bankruptcy - they stopped filing - so they don't have any filing obligations.
