Good thoughts. So far only missing piece has been settling all the law suits with JPS plaintiffs. The best guess would be, JPS plaintiffs and their attorneys must be very eager to settle this issue asap rather than prolong for another 10 years. Thee are many questions on this front.

1. How many lawsuits will end with dismissal (voluntary or moot) with ending of NWS (retroactively) and ending of conservatorship?

2. How many JPS plaintiffs will pursue lawsuits for damages?

BTW plaintiffs are not in any big bargaining position to demand much from Gov with no major rulings in their favor. Constitutional rulings only invalidate FHFA NWS decisions.
