People sell for any number of reasons. Insiders buying is almost always bullish. Selling is more neutral...

Maybe he has sold already or maybe he thinks the price will go up and wants to be able to sell within 90 days just in case the price rises.

Based on how the stock is trading, it looks like he sold. If he sold all his shares...that does not instill confidence in whatever may or may not be happening at ERHE relative to the DOJ/SEC investigation.
