Actually I now understand what the value date actually is.

It’s not the date of record which is the only date that matters.

The value date was an estimated date that Tony expected FINRA to approve the dividend from which FINRA would provide a RECORD date.

Once FINRA approves the RECORD date would be around 10 days later normally but it can be earlier or later

Until Tony gets a record date, there is no point in updating the “value” date.
