That is Total B.S. the dividend was restricted because of rule 144.
I have had other restricted dividends. They all work the same there is a holding period and that was up right before GCAN started trading. Thanks to the Dream Teams buying the GCAN Clean shell and there legal Counsel taking care of business. That allowed us to start the process with our brokers of having the restricted legend remove. I had no problem with Schwab and was trading my shares the first week. ETRADE traders also had no problem. Most brokers followed the rules and unrestricted there clients shares.
There is a process However TD=Aturd decided to take advantage of there client's and held there client's Dividends hostage for absurd Ransom Fee's. probably because they where short. It had nothing to do with the company locking them up to sell shares. They have not sold any shares the O/S is still 33 million.
It's not the first time TD-Aturd has put there interest ahead of there client's and I'm almost sure it want be the last. I suggest changing brokers.

Conditions of Rule 144
You need to hold the securities for a minimum length of time (the "holding period").
If the company that issued the restricted securities is a "reporting company"...
If it is not a reporting company, then the holding period is at least 12 months.
