I don't know. I've asked this same question myself for the last dozen or so worthless microcaps I've followed. They all seem to linger at multi-million dollar market caps long after they've failed. NNVC isn't unique in this regard

I'd speculate that at some point, everyone who's not committed to holding for eternity has already sold. From that point on, trading is dominated by penny stock gamblers who play musical chairs trading between themselves.

One big mystery that is unique to NNVC, in my mind, was why there was record all-time high premarket and market volume prior to, and for several days following, the Feb 27 announcement of additional funding. 7 million shares traded during Feb 26 and 27, which coincidentally was the number of shares the two anonymous investors were to receive for their $2.5M at $0.36. If we knew the details about what was really going on with the mystery investors and record market action prior to the announced funding, we might have more of an answer to your question.
