Actuall AMD did sue in Japan, where they alleged anti-competitive practices. The Japan equivalent of SEC declined to bring any charges against Intel. I don't think AMD collected a penny from that suit.
Regarding Germany, there is a probe there, but I have no idea how vigorously it is being carried out. I think it has been going on for 5 years already with no charges pressed. A couple months ago there were some noises, but nothing after that.
