I'm not a banker, nor know the reasons why. I can only read between the lines. Between the lines the banks are uneasy about dealing with the uncertainty or being on the edge of legal sales.
Remember, banks are ultra conservative institutions. Bank presidents answer to their board of directors who don't want to risk their banks reputation on something that is risky like this industry.

This will change once our gov't and all 50 states make it totally legal. Until then we'll be dealing with this uncertainty.
