which part of what you said is educating end user. What you described is a DLP description wise. There are many other players in that field including Symantec. Been in organization who use that for PHI information. It isn't meant to be a catchall. If someone is malicious enough they can bypass the rules.
Once again. The function of DLP is to block or seek approval for catch rules that you set. It isn't an educational tool by any means. I used this enough to know.
