Wouldn’t holding out on ending the conservatorship with the false hope of legislative reform only stifle the main goal of recapitalization? And, hasn’t Mnuchin/WH made it clear that they are striving to end the conservatorship; as in, during Trump’s term? Time is running short. They would have to be extremely confident that they could get legislation passed before the end of next year and I doubt that they would have such confidence for obvious reasons. And due to Congress’ dysfunction, they would have to start this process with a plan B if Congress doesn’t play ball, in order to still be able to end the conservatorship before the election.
