NO, you are wrong. Read it again.

That is NOT what was in the memorandum.

It says: "He is directing relevant agencies to develop a reform plan . . . aiming to end the conservatorship..."

It does NOT say they are ending it by executive order. If that were true, he would have said those exact words and the conservatorship would be over as I am typing. "Aiming" to end something isn't the same thing as actually ending it"
