I believe this was addressed in the past, essentially:

1. FDA paid for the VLN studies costing many millions over many years
2. FDA has powerful influence over how other countries regulate stuff
3. The only thing other countries have to do is sit and wait and be handed the science that'll make VLN easier to policize... this is key for turning this, on its head: "Tobacco is the only legal product which, used in moderation and exactly as the manufacturer intended, causes harm to the consumer."
