This is based on Squires shareholders updates where he outlines business plan. He is very transparent in his plans IMO. Take him at his word.
The PR also said company would focus now on Assam QDSC. I think he fast tracks the solar plant because as soon as it is in production he can "franchise" cookie cutter duplicates of just QDSC plants to any of the 29 India states. India wants hundreds of gigawatts of solar. There's no doubt, if you read Beard's NREL papers, that QDSC will be LCOE and win the Bids in India.
