Zoom out a little and try to use a little brain power and you can answer your own question.

In the future, I see swap stations being built on abandoned gas station sites as they become obsolete, in addition to newly developing areas.

Urban sprawl. We have tons of subdivisions being built on farm land every day in America. What's the big deal? Plus it's a brilliant spot to build, you don't have to knock down buildings or trees to build, and it's right next to the battery factory. Sure saves time and money when replacing the old with new.
