You can't, it's like saying your a born again virgin, doesn't work like that.....lol. IPO is just that Initial Public Offering, the very first sale of stock issued by a company to the public.

In this case I think they are talking about doing a Reg A(SEC Form 1-A) filing, I'm not that familiar with these, they are fairly new and not very common. These are sometimes called mini-IPO's, used by some companies in place of a traditional IPO, but in this case, since the stock is already trading, it's just really a capital raise/stock offering.....and not a true IPO per se...the current shareholders should expect dilution in this offering.
