This does not legalize it at the Federal Level. It simply states that the Federal Gov't won't or can't override a state's decision. Banking and Travel remain serious Federal crimes. The VA for example, cannot prescribe Medical Marijuana, even in States where it is decriminalized or "legal", and I promise you that many of our Vets could surely use it to treat their psychological and physical challenges.
