They will never "Own" the market. No skill sets other than being a developer! Munis have been using digesters for 100 years or more for their waste activated and primary sludge. BLSP cannot play in this market as they are not engineering companies. There are over a 1,000 municipal digesters in the US. None by the way built by BSLP. In fact BLSP has never designed and built a digester. They have outsourced this activity.
