Name change could happen first in WYSOS,so we could get a heads up there, but they could happen on FINRA and WYSOS simultaneously as well, with little warning.
A new cusip shouldn't be needed for a common name change as far as I know.
Corporate changes do hit Finra's Daily List a business day before it happens, so there is that.
