No, you can't buy at .12 if someone is willing to sell at .12...The MM gets a cut of every deal, so the MM must get them below .12...by the amount of the spread.
And anyone who just gives up on the stock to put their money somewhere else might just sell at market. That would allow the MM to get their spread. The seller would get less than .12 for their shares.
