No it's not and smart investors know this. Its very easy when the price is so low for a small volume of shares to show massive PERCENTAGE increases. When dutifully analyzed, it is very apparent when manipulation is going on and when these small volume trades are moving the stock price.
Even between the bid and ask there can be large percentage increases and decreases while a few dollars are traded. Unless many millions of shares are traded on high dollar volume, it means squat.
