It's always easy to second guess the trailblazers. However I understand your point. Still you have to move forward with the opportunities at hand. Mexico was an opportunity to test in the marketplace.
Perhaps Canada is in the wings or even the USA. The unfortunate truth is that when testing something NEW no one wants to go first.
