You are incorrect. I am an American and have owned multiple companies in China - one currently in Shanghai. You set them up as a wholly owned foreign enterprise. Referred to as a W.O.F.E. I can go into great detail but basically that is the macro view. Started out in a Hong Kong, then Shenzhen, then Shanghai. At one point employed over 5k employees, the prc does have different guidelines than the roc but both are fairly easy to navigate. All the best.
