The lawsuit, filed in the U.S. Middle District of Florida, allege Spartan Securities Group and transfer agent Island Capital Management, which does business as Island Stock Transfer, were involved in two fraud schemes from December 2009 through August 2014 in which they manufactured at least 19 public companies to sell premised on “free-trading” securities. At least 14 of the companies were put together in “assembly-like” fashion.
