Actually not. This is the one year anniversary of the chill being lifted.

This from the TD Ameritrade trading desk on March 13, 2018:

Thank you for allowing me to assist you today. I have checked with our trade desk and they have confirmed that the DTC chill was lifted late on Monday, March 12. With the chill being lifted you are now able to buy and sell shares of GERS online.

Please let me know if I can be of further assistance. I would like to thank you for your business and your satisfaction with TD Ameritrade is important to me. If you have additional questions, if my answer is not clear, or if I have not met your expectations, please let us know. We would be happy to work with you on any account questions or investing needs.

Best Regards,

Michael Ritchie

Upon further inquiry (and pushing) I received the following from TD Amertitrade:

Opening transactions for this security are currently barred from being placed online. You can still buy or sell over the phone with a broker, at the online commission rate by calling 1-800-669-3900.

To protect client interests, TD Ameritrade has systems and processes to monitor trading patterns and identify suspicious trading activity. Some securities are more vulnerable to manipulation than others. By requiring opening trades to be placed by a broker, we are able to more accurately verify client identity and instructions. In this way, we can protect client assets and help ensure the integrity of the marketplace. NOTE: This is not a reflection of the Company itself, this is simply regarding trading activity that has been reported.

Stocks that are unable to buy online are reviewed daily. Unfortunately there isn't a way to know exactly how long this will remain in effect. The only way would be to contact us or try placing a trade. I know this isn't ideal but without knowing how long the restriction will last, there isn't another way at this time.

I hope this information has been helpful, but if you find you still have questions, simply reply to this message so we can get back to you with a quick response.

Best regards,

Jay F

So the restrictions by brokerages are for other reasons.
