Fraud would have to be proven of course. But it is a fact that DECN is a public company and investors rely on its press releases for information. It is also a fact that Bozo Berman is the CEO. The definition of fraud is below.

Considering that DECN put out this press release on May 12th, 2015 after finding out that previous audits were challenged by the PCAOB's April 2015's findings that DECN's audits were NOT INDEPENDENT on its face appears that Bozo Berman was deceiving investors to deflect from the PCAOB's findings. Berman knew, or should have known, that to be listed on the OTCQB a company needed current audited financials. Making matters worse, was as CEO of DECN Berman should have known that having DECN's bookeeper as an employee of DECN's auditor was a violation of the Independence rule.

My criticism's of Berman are directed at the way he has run the Company of DECN. Hundreds of millions of dollars have been lost by investors in DECN investments, and while not all that money went to the Company it is pretty obvious that press releases created by Berman caused buying in the stock. Most of the claims in the press releases regarding uplistings, being in box stores, and sales orders were all smoke and mirrors at shareholders expense.
